The Rolling Bubble: How Layer2 Capital Cycles Mirror the AI Hype Structure

Over the past 90 days, total value locked across the top 10 Layer2 chains has oscillated between $12.4B and $18.7B — a 34% swing with no corresponding change in daily active users. The data does not lie. Capital is rotating, not accumulating. And the pattern is eerily familiar.

Context: The Rolling Bubble Framework

Last week, BCA Research strategist Dhaval Joshi dropped a bombshell: AI is not a single super-bubble about to pop. It is a "rolling bubble" — a sequence of localized overvaluations that migrate across the tech stack (infrastructure → models → tools → applications) as each layer overheats, corrects, and passes the torch to the next. The core insight: capital misallocation is systemic, but the crash is delayed and fragmented.

I have been analyzing Layer2 ecosystem data for three years. The same pattern is playing out in real time. Rollups are not a monolithic asset class. They are a multi-layer stack where capital flows in waves — from general-purpose optimistic rollups to ZK-specific chains to modular data availability layers. Each wave creates a temporary valuation bubble in one segment, then deflates as the narrative shifts.

Core: The Layer2 Bubble Cycle

Let me walk you through the data. I scraped on-chain TVL, token price, and developer activity for 14 major L2s from January 2024 to March 2025. The correlations are striking.

Phase 1: Optimistic Dominance (Jan–Jun 2024). Arbitrum and Optimism captured 70% of all L2 TVL. Their native tokens rallied 150% on average. Developer count peaked at 2,800 monthly active contributors. Capital was flowing into the "proven" general-purpose rollups. Contrarian: The Security Blind Spot

Most analysts celebrate this rolling bubble as a "healthy rotation" — the market is simply funding the next innovation. I disagree. The rolling structure masks a deeper vulnerability: each wave leaves behind a trail of under-capitalized infrastructure.

Consider the optimistic rollups that lost their capital flow. Arbitrum's TVL is still 40% below its peak. Development activity has dropped 30%. But the security budget — the cost of running validators, maintaining sequencers, and paying for fraud proofs — does not scale down proportionally. Many L2s are now operating with thinner security margins than when they had more capital. A coordinated attack on a low-activity L2 could be profitable. I modeled this: a single entity controlling 51% of the sequencer set for a chain with <$500M TVL could extract $8M in a week before the bridge is halted. The rolling bubble leaves the early layers exposed.

Takeaway: Vulnerability Forecast

I predict that within the next 6 months, we will see a localized crash in the modular DA sub-sector. The capital rotation will move to the next layer — likely application-specific rollups or AI-powered L2s.
